JOB SUMMARY:
Working under the supervision of the Chief of Party (COP), the MEL Director will provide technical leadership, oversight, and strategic direction for monitoring and evaluation (M&E) activities for an upcoming USAID-funded project in Nepal. S/he will oversee the monitoring, evaluation and learning components of this award. The project will seek to increase adolescents’ knowledge and adoption of healthy reproductive health behaviors. The MEL Director will provide technical leadership to develop the project framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The ideal candidate will have experience implementing systems for adaptive management and learning. The MEL Director will supervise and manage the M&E team to design and implement project MEL activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. The MEL Director is responsible for documenting and disseminating project successes and challenges to USAID. The MEL Director will liaise with consortium partners and the Ministry of Health to implement M&E activities. This position is contingent upon donor approval and funding.

RESPONSIBILITIES:
  • Lead the team to develop and implement the project Performance Monitoring Plan (PMP) in coordination with the Chief of Party, the local M&E team, local stakeholders, to capture project performance and results, including routine service delivery data reporting, baseline and end-line assessments, and all monitoring for process and outcome evaluations.
  • Develop and oversee data flow pattern for the project that will ensure timely data collection and reporting.
  • Ensure high-quality M&E implementation activities, which are consistent with the Nepali national M&E guidelines, protocols, information and reporting systems.
  • Support the integration of community-level data into the larger DHIS2 system.
  • Use evidence from multiple sources to contribute towards strategic decision-making and project planning.
  • Support strategic collaboration activities with key stakeholders to learn from evidence generated by the project and adapt interventions as appropriate.
  • Lead development of innovative ways of improving data collection and data entry at all levels (e.g. application of mobile phone technology).
  • Supervise routine data collection, including collaborating with the Nepali Ministry of Health and Population to strengthen the HMIS system and use of data at the facility and district levels.
  • Develop, implement, and maintain a quality database(s) of project indicators and activities for adolescent reproductive health, family planning, and other health areas to be specified by USAID.
  • Ensure the quality of data through data verification procedures including routine data quality audits.
  • Ensure data quality audits are routinely carried out during the project life cycle, and in close collaboration with the MOH.
  • Improve the capacity of the MOH to analyze and use DHIS2 and other data for improved decision making.
  • Oversee and/or conduct targeted evaluations and operations research, including design, data collection, management and analysis in-line with international standards and EngenderHealth Standard Operating Procedures.
  • Promote and support the dissemination of lessons learned and success stories among the project team, the Nepali development community, and international stakeholders.
  • Supervise and develop capacity of a team of M&E professionals.
  • Develop strategy, prepare workplans and budgets, and provide relevant data to enable production of all quarterly, semi-annual and annual reports.

REQUIREMENTS:
Must possess the following requirements with or without a reasonable accommodation.
  • Advanced postgraduate degree in public health, demography, epidemiology, biostatistics, social science or any related field. PhD candidates preferred. 
  • Minimum seven years of work experience in monitoring and evaluating large, multi-year international health sector development projects, with strong preference for candidates with deep understanding of adolescent sexual and reproductive health/family planning
  • Familiarity with Nepali health management information system, other national M&E systems, and DHIS2
  • Excellent analytical skills coupled with proven ability in using visuals like graphs, charges, maps and GIS
  • Demonstrated ability to use DHIS2 and DATIM for reporting or analysis
  • Demonstrated experience working with USAID large-scale programs, including knowledge of USAID’s reporting requirements on reproductive health /family planning 
  • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, quantitative and qualitative data analysis and presentation.
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Stata or SAS.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
  • Demonstrated outstanding leadership, strategic thinking, and organizational, team-building, and representational skills.
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs.
  • Demonstrated experience with PMP development and implementation

JOB SUMMARY:
The Director of Financial Management and Operations will oversee operations for the project activity offices in Nepal. This includes the oversight of procurement, grants, logistics, human resources, accounting, and finance and records. S/he will be responsible for managing the award budget and preparing financial reports for submission to USAID. S/he will ensure funds expended are compliant with USG regulations and policies. S/he will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of award. The position will be based in Kathmandu and report to the Chief of Party and work jointly to effectively lead and manage the project’s essential finance and operations systems for budgeting, financial monitoring and reporting, consultants, and sub-award procedures. S/he will provide regular technical support and training to operations and project teams as well as to other partner organizations to help them establish sound, reliable, effective, and efficient financial management systems. S/he will also monitor the grant funds, develop the project’s financial reports to USAID and also work in close collaboration with EngenderHealth home office Finance and Operations staff in order to ensure top quality procedures and reporting. This position is contingent upon donor approval and funding.

RESPONSIBILITIES:
Systems Development and Strengthening
  • Lead development and strengthening of systems and tools for successfully administering the project, including general administrative processes, financial management, sub-award management, accounting, and logistics
  • Establish and maintain sound and transparent accounting and fiscal control procedures for financial, sub-award and operations aspects of project
  • Review and strengthen financial control system including zero tolerance of fraud and effective management of fiduciary risk, ensuring that there is transparency and an audit trail along the financial supply chain

Management Accounting
  • Supervise the implementation of financial policies and procedures to ensure compliance to generally accepted accounting principles, EngenderHealth standards, government and other donor regulations
  • Lead and manage the project’s finance and administrative systems for budgeting, financial monitoring and reporting, procurement, and inventory management, as well as sub-awards
  • Develop and coordinate the project’s accounting, monitoring, and reporting systems, including establishing internal control systems in accordance with EngenderHealth standard operating procedures and donor rules & regulations
  • Maintain monthly management accounts system fully updated, providing detailed analysis to senior management of actual disbursements against budgets, cash flow forecasts and reconciliation of accounts
  • Review payment vouchers for completeness, accuracy, allocation, and ensure expenses are allowable by project and ledger code; match all transactions to accompanying receipts (vendors, payroll, petty cash, provident fund, advances and their liquidation to staff & consultant)
  • Review the accuracy of the payroll, vacation, bonus, severance allocation according to the time sheets
  • Ensure that all the statutory deductions returns are submitted and paid to respective authorities
  • Review the monthly and quarterly balance sheet reconciliations and clear any outstanding items
Treasury
  • Supervise and coordinate preparations of monthly cash flow estimates and send the cash advance request to EngenderHealth DC home office
Budget, analysis, and reporting
  • Work with the  project team to develop and coordinate the annual budgeting process  
  • Support technical staff to develop formats and procedures for submission of budgets and forecasts from sub-contractors and grantees
  • Review and monitor budget to support financial stability, efficiency and value for money. Analyze spending trends and provide recommendations to team leaders and field colleagues on areas with significant over or under spending
  • Review project budgets and monitor project expenditure in line with budget by maintaining a budget tracking/reporting system (pipeline report)
  • Provide management & program staff with monthly reports and analysis as needed to help them manage the project
  • Supervise and lead the preparation of monthly expense report and bank reconciliation for submission to EngenderHealth DC
  • Assist in the preparation of quarterly, bi-annual and annual financial reports to EngenderHealth home office and USAID as well as interim status reports as required
Audit and governance
  • Coordinate the preparation of the office financial year end procedure, year-end schedules and prepare audit schedules for all the balance sheet accounts including vacation, severance, prepayments, and accruals
  • Manage and supervise all compliance related matters including the development and monitoring of Corrective Action Plans, co-facilitating the monthly compliance team meetings (with the Chief of Party), timely submission of quarterly compliance reports to HQ, etc.
  • Prepare the management response and corrective action plan for any management letter findings resulting from the annual audit.
 Sub-Grants Management
  • Establish, manage, monitor and oversee all procedures for the development and issuance of grants and subcontracts with local partners.
  • Establish, manage, and monitor all procedures for management of the funds provided to project partner organizations.
  • Provide technical support and training to the participating program partner organizations to strengthen their financial and administrative capacities.
Staff Management
  • Supervise relevant Finance and support staff such as the, accountants, finance officers, and the finance manager, motivate and mentor a high performing team.  Leverage the strengths of the current team members, develop and train them to reach optimal individual and organizational performance goals
  • Oversee a process of cross-training between team members to enhance individual skills sets and to strengthen the overall operations.
  • Provide leadership in strengthening internal communications with staff at all levels throughout the organization; create and promote a positive and supportive work environment. 

REQUIREMENTS:
Must possess the following requirements with or without a reasonable accommodation.
  • Master’s degree or other advanced degree in Business Administration, Finance, Accounting or other related fieldProfessional certificate (ACCA, CPA) is mandatory.
  • Minimum 10 years’ demonstrated experience managing in increasing roles of responsibility, finance procurement, subcontracts/grants management, logistics and/or human resource related matters for international development activities of similar dollar value.

JOB SUMMARY:
The Chief of Party (COP) will provide overall leadership and strategic direction for the project. S/he will serve as key personnel and fulfill the diverse managerial requirements of the project, including maintaining the relationship with the USAID Mission and working in collaboration with the Nepali Ministry of Health and Population. Based in Kathmandu, the COP will have technical and management responsibility for all activities and personnel and will be EngenderHealth’s representative to the Government of Nepal. The COP will have overall responsibility for addressing award related matters, including managerial and fiscal responsibility for the project including ensuring compliance with donor and EngenderHealth regulations, policies and procedures. S/he will oversee program implementation, provide technical vision and approach and manage the project team and consortium members. S/he will have direct responsibility for supervision of select key personnel. S/he will be responsible for the smooth implementation of the project, and for effectively addressing challenges that arise during performance. S/he is responsible for timely and accurate delivery of all reports and project products and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse. This position is contingent upon donor approval and funding.

RESPONSIBILITIES:
  • Provide leadership and expertise in the development and implementation of adolescent reproductive health and family planning initiatives that deliver sustainable results 
  • Lead the overall planning, implementation, strategic direction, and management of the project in close coordination with the Nepali government, USAID, and other USAID implementing partners, as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner with adherence to technical quality standards and donor guidelines
  • Provide first-class leadership to all aspects of the project management including development and submission of detailed work plans, budgets, performance frameworks, monitoring and evaluation plans, procurement and supply management plan and human resource management
  • Provide strategic leadership and technical and managerial direction to ensure the project is evidence-based and responsive to the needs of marginalized and hard to reach Nepali communities while meeting donor expectations  
  • Oversee a team of senior technical and program management project staff and ensure strong communication and coordination with and between all team members, and with EngenderHealth’s regional and global technical advisors
  • Build, strengthen and sustain critical relationships with Nepal’s Ministry of Health and Population, local government authorities, USAID, USG-funded implementing partners, private sector, and other key players in the efforts to maximize prudent resource utilization, minimize duplication of efforts, coordinate  regularly with them on project updates and results, and attend relevant technical working groups  and conferences as required.
  • Ensure the project is implemented in a fiscally responsible manner and in full compliance with all laws, regulations, policies and procedures of USAID, Government of Nepal, and EngenderHealth
  • Manage all USAID requirements for project implementation, including effective utilization of the resources to achieve project deliverables 
  • Provide leadership in preparation and timely submission of project reports to donor and government as per agreement and directives 
  • Present project’s progress, achievements and lessons learned to donors, government other key stakeholders through various platforms including meetings, technical working groups and conferences in compliance to terms and conditions of the award
  • Lead the discussion with the government of Nepal on the sustainability and transition of project for local ownership
  • Proactively manage relationship with consortium members and addresses any partnership issues as the need arises
  • Manage all risks that may adversely affect project implementation and achievement of goals and outcomes
  • Strengthen the capacity of and transfer skills to local staff to independently implement, manage and improve business practice and technical services

REQUIREMENTS:
Must possess the following requirements with or without a reasonable accommodation.
  • Master’s Degree in public health, social sciences or related advanced degree in a related field.
  • Minimum of 10 years of progressively increasing responsibility in managing successful international development assistance and health programs of similar scope in the area of adolescent family planning and reproductive health.
  • Demonstrated understanding of the adolescent FP/RH landscape in and knowledge of USG health initiatives in Nepal
  • Demonstrated capacity in managing for results
  • Working knowledge of and/or experience with USG-funded programs, with experience as COP or Deputy COP preferred

JOB SUMMARY:
The Senior Manager, Information Technology shall supervise the Global IT staff and manage all operational-related processes, ensure the efficient and secure operations of EngenderHealth’s IT infrastructure in meeting defined service levels, and serve as the service owner for all IT services and solutions. This position is responsible for executing the technology transformation and cloud strategy of EngenderHealth. This role will be responsible for personnel decisions related to managing the global IT support team, to establish and enforce appropriate policies and procedures. This role will also be responsible for providing direct IT support to headquarters office staff based in Washington, DC.
The Senior Manager, Information Technology is responsible for both managing and providing technical support to the global IT support team, and the DC-based headquarters office.  Duties include:
  • Supervises direct reports on Global IT staff with responsibility for hiring, firing, discipline, performance evaluations, assignments, workflow, deliverables, and staffing.
  • Acknowledges and resolves technical problems dealing with software, hardware, networking, and Internet connectivity in a timely and courteous manner.  Problem resolutions made available as a “lessons learned” resource to other technology team members.
  • Provides day-to-day network administration, and system upgrades/installations for the DC office. Provides support for the unique technical needs of remote computing users and telecommuters.
  • Provides project management to support broad scope IT implementations and projects. These projects could include migration to cloud services, new servers, or rolling out new technologies.
  • Supervises the deliverables and prioritizes the work of the Global IT staff to include the creation and close-out of IT services for new or closing country offices. IT services to include procurement of networking hardware, servers, UPSs, internet connectivity, and so on. May include travel to field office locations as needed.
  • Writes and implement new policies and procedures and other IT-related initiatives.
  • Rolls-out of new applications, cloud services and technologies. This could include budgeting, cost tracking, drafting policies, and training staff.
  • Configures, tests and creates deployment documentation for new equipment for EngenderHealth staff for use in domestic and field offices.
  • Evaluates and creates of hardware standards (laptops, networking equipment, and other related equipment) to standardize equipment across field offices.
  • Communicates with vendors to resolve issues and negotiate contracts.
  • Oversees and determines timeframes for minor and major IT projects.

REQUIREMENTS:
Must possess the following requirements with or without a reasonable accommodation.
  • Bachelor’s degree in Information Sciences or related field.
  • Four (4) years related experience in an IT support or management role including:
  • Experience supporting, maintaining and administering Microsoft Windows Networking systems and cloud- and server-based infrastructures, including Windows Server 2012/2016, MS Active Directory, network equipment (servers, switches, firewalls), Exchange, Azure AD, and troubleshooting techniques.
  • Experience with desktop and laptop system configurations, using deployment tools like MDT, and basic PC hardware maintenance in a Windows 10 environment.
  • Ability to travel internationally and domestically.
  • Ability to work outside of core business hours including evenings and weekends based on business need.
  • Fluency in English including use of accurate grammar.

PREFERRED SKILLS, ABILITIES, AND FUNCTIONS:
  • Experience supporting a global infrastructure across multiple international offices.
  • Experience supporting human resource applications, such as applicant tracking system (ATS), payroll, timekeeping, and/or HR information system (HRIS).
  • Experience supporting accounting systems.
  • Fluent in French.
